HS codes are classified by cross-checking between the HS code table, headings and chapter notes, and other relevant information including commentaries, prior guidance cases, based on the HS General Rules.

It is important to note that there have been many cases where it is easy to assume that a product falls under a certain heading (the first four digits of the HS code) by simply looking at the name in the HS table, but according to the notes and explanations, it should be specified in another heading. The tariff rate varies depending on the HS code. You can see the tariff rate for Japan here: Link

In addition, in the case of FTA (Free Trade Agreement) applications, the rules of origin also change depending on the HS code, so it is necessary to determine the actual HS code with the utmost care.

We provide HS codes determination services. Please feel free to contact us if you're concerned about anything related to HS classification.

Advance Ruling Consultation with Japan Customs

We lead consultations with Japan Customs through the Advance Ruling Program, where you can secure official binding rulings on HS classification. This service ensures that you avoid any disputes with Japan Customs regarding HS classification when importing or exporting goods.

Initially, we will assess the potential HS codes and associated tariff rates for each. After consulting with you to select the desired HS code, we will provide professional customs advice. Subsequently, we will initiate the consultation with Japan Customs to secure an official HS classification under the Advance Ruling Program.
